Foreigners need a Work Permit with a monthly levy of S$470 paid by the employer for cleaning sector roles as of 2026. Quota is limited to 35% of workforce, with approved nationalities including Bangladesh, China, India, and Philippines. Maximum stay is 14 years.

No minimum education or prior experience is required for entry-level cleaning roles. New hires must complete WSQ Basic Cleaning course (14 hours) within 3 months for PWM compliance. Age requirement is at least 18 years for full Employment Act coverage.
