Construction Worker(Rebar/Formwork/Scaffolder/Plumber)

Under the Progressive Wage Model for the construction sector, entry-level plumbers (Level 1) must earn at least SGD 2,100 per month as of 1 January 2026. This applies to all employers hiring plumbers under Work Permits. Experienced plumbers at higher levels earn up to SGD 5,000 monthly.

Foreign plumbers typically require a Work Permit (WP) for low-skilled roles or S Pass for mid-skilled with minimum qualifying salary of SGD 3,300. Construction sector WPs have a monthly levy of SGD 650 for Malaysians and SGD 1,000 for others, plus a 87% man-year quota limit. Applications must be submitted by employers via WP Online system.

No formal education is required, but at least 2 years of relevant plumbing experience is needed for Work Permit eligibility in construction. Singaporeans/PRs can enter via on-the-job training or WSQ Plumbing courses. Plumbers must pass trade tests for higher PWM levels.

Employers submit passport copy, work permit application form, medical exam report, and employment contract via MOM's WP Online portal within 7 days of arrival. Job seekers provide resume, trade certificates, and photos. Processing takes up to 3 weeks with In-Principle Approval (IPA) issued.
